    No it doesn t need to be in the past. it can be past present or future. It s classified as third person just as long as you refer to the characters by their names or as them, their, etc. Also, "Charlie walked across the room to talk a look out of the window" is still past tense - because of the "walked.

    It does depend on the plot. I don t mind either way - I do find that authors usually select the most suitable narrative for the plot. I haven t really found a book that made me want to shout WRONG POV, DUMBASS. I personally like to write in third person. For your plot - I think first person would be best. You could really execute the dreams better with first person. Best of luck.
